How to?: Folder tab menu style like vBulletin.org

I have my code created for a folder tab style menu (using Dreamweaver) but I am not sure where to place it exactly. I figure it goes in the "header" but I keep getting a wide blank space between my folder tab line-up and the forum body.

Please advise.
