please help me with adding rules, banners, iframes........

between the section description and the threads...........

id like to added different things to different sections like id like to add rules to my upload section..........iframe a leaders chart in my casino section....and a banner in my general chat area all between to sections discription and the start of the threads........

could someone please explain to me how to do this........
