Static posts within a forum?

I have been searching vb.com and am getting no results - is there a mod that allows you to disable the bumping of threads within a specified forum?

I notice it is done here, but can't find an option anywhere within the VB control panel which leads me to believe there is a mod out for it.

I will continue searching, but terms such as "bumping" generate far too many threads to sift through, so any help would be appreciated.
