Mass E-mail for Moderators

Is it possible to have the mass e-mail feature found in the Admin control panel in the Moderator and or Super Moderator control panel? Thank you.

I have a couple of Moderators that need to use the mass e-mail function, but I don't want to give them access to everything else in the Admin CP.
