Ok well what I want for example 'Tom' is a member of Site_One.com and he decides that he wants to sign up to Site_Two.com in the registration process when he enters his email it checks both forums for that email adress, and if its on Site_One.com it says it seems you are a member of Site_One.com would you like to create an account at Site_Two.com with the same user info?

I might make this one

It might be too hard tho, I dont know

I think its pretty cool, but buying two vbulletins I wouldn't like to do...
