How do I create own template? Which program?

Hi Everyone,
I just want to ask a question, I want to crate my own template, but I don't know how to do.

For example; Extremepixels templates & skins. What do they use to create template, do they use Fireworks, Macromedia HomeSite, Front Page? Which one? or any special program? Photoshop exactly

Please look at it, It's phpbb, and it's really beautiful, their template is wonderful, Could I do similar template for vbulletin? It's not interesting to see similar templates, skins anymore.

Do you advice any program to create skin? Someone adviced Front Page.

tell you the truth it doesn't really matter what program you use. It all depends on your skills or experience in programming and designing. However, the program that is used widely is indeed adobe photoshop.

As for using frontpage, it doesn't really matter, you can use dreamweaver or even notepad.

I'm not sure how good you are with CSS, but learning it could be a big advantage for you as well in creating nice looking skins.
