Not Allowed to Access Query Run for Mysql?!!??

yeah it says i do not have permission to do that.. yet my id is number 1.. and thats what it is set to in the config.php file.. so i do not understand.. i wanna delete something but i cannot query at all?
how do i do this?

Its in your config.php, set user that has access as 1

i did that already and upoaded and rewrote over previous file and still sys i do not have access to that
