User #1 admin hack

Is it possible to have a hack where.

The user #1(The root admin) can OVERIDE the config.php stuff. Like say I want to de-admin or change something in another admins profile that is protected(and yes I have ftp/cpanel access i'm the webmaster). Is there a way to change it, whilst user 1 is ignored from the restrictions? beacuse it saves alot of time with changing the config.php file.
