Is there a way to set the forum so you need X amount of posts before downloading files and attachments? Thanks. =]

Easy.

Set up another usergroup.
Make a promotion that will promote all users with more than X posts to that usergroup.

Then, adjust to 'Registered Users' usergroup to not be allowed to download attachments.
