how to set percent for thief?

how can i set the percentage that the thief option will be succesful...i'm probably overlooking it but i can't seem to find this setting if it is here somewhere

Admin CP -> Manage Options -> Thief -> At the bottom.

I can't find it. Is this on the same place in the 1.5.8 version ?
