Hello, I'd like to have it setup where a user must have a minimum post count in order to create a thread. I tried searching and I've seen it before i just can't find it. Someone help me please thanks!

You need to use the promotion feature built in to vBulletin.

Log in to your Admin CP, click Usergroups, then Promotions.

You can specify the # of days/posts/reputation etc. for when the promotion will take place.

Then just setup the registered user group permissions to not be able to post a new thread and make a new usergroup that they can be promoted to that does have permission to post.

Wait I have 1500+ users on my forums. Do I have to move them all to a new user group

They will be moved automatic once the Promotion Scheduled taks runs.
