Is there an easy way to import users from a sql file or an xls file?

I want to import users from another forum to vbulletin.

I was running phpbb, but now wish to transfer them over to a new vbulletin board.

Save the xls as a csv file in excel and use impex to import

The easiest way is to make the phpBB database accessible from teh server where you are running vB (either direct connection to the production database, or create a copy database on the vB server). Then you can use ImpEx to directly import your phpBB board.
