Default Upgrade Problem.
Upgrading from 3.5.3 to 3.5.4

Can anyone tell me why I am getting this at step 4?

I have tried uploading the files a couple times but I still get stuck here and it's messed my board up to the point I can't get into the ACP.

Disable the plugin system and try again.
