no tool bar or smilies

checked message fuction interface option and its set up the right way.

what could be the problem

have you checked ADMINCP / vboption?
have you checked your own personal setting in USERCP?

if you did and the problem still exists I suggest disabling the PLUGIN SYSTEM temporarily.
