Small padding on thead

how would I go about acheiving that

if you look at the code you will see that they removed padding from the table (eg. cellpadding="0"

they also placed everything in it's own table eg. heading, sub-heading, forumbits, etc

i see, is there any way to do it without doing that?

because, i could custom code a bar with it, but im looking for an easy way to do it
