Special post smiles for admin or staff moderators only

is there a way to have the generic list of smiles and a seperate smiley list for only staff member's?

what i am wanting is something like the post icon's to where you can have seperate smiles to where if you are not in that group you can't use them.. please let me know if there is a way to make this happin
