Are there any plugins/products that allow maximum posts per forum?

For example, I have a forum on my board for Code Requests for Code Breaker PS2.

I dont want the forum to fill up too fast where I cant fulfill all of the requests.

So I would like a product/plugin that would allow me to set a maximum amount of threads the forum could have. Like I set it to 20, and there could be no more than 20 threads posted to that forum.

If could even "close" that forum for a specified usergroup range as well. (i.e. so admins could still reply/post threads, etc)

I did a search and found maximum threads/posts per usergroup, but that is on a daily basis, I want to make sure nobody can post a thread until it goes below 20 posts, as I will remove the threads as I complete the requests.
