is it also posible to make it avilable to group leaders ..
so that they can send to the members of thier own group that they manage .

you upload pmsender.php file to admincp from folder uploads/admincp
you upload file cpnav_pms.xml to include/xml folder

you go to add product and add this file product-pmsender.xml

your all done

An Extention for this already exists and works fine. Unless your mod is for others besides admins.
