League or table for members..

This may be a strange request but I need a hack/plugin for a table of information that is inputted by the members themselves. (it may already exists but I have yet to find it via searching)

To describe what I am after fully have a look at this table/league:

Although the data in the above website is added by the administrator, I would like it interfaced with VB and the users. I would like one that can have custom fields and a indefinite amount of number of entries. It would be great if a member could make a post via a questionnaire maybe? Then the data would be entered into the correct fields and the table adjust the listing accordingly due to the new values added. I would only require one field that would determine the ranking of the table.

Has this been done before? Is it possible to do?
