Admin notes and user notes

I want to make the admin notes box to be bigger, perhaps give it a Increase Size/Decrease Size buttons.

I also want to find a way to give a certain usergroup thier own notepad, like admin notes but they can use thiers via thier usercp.

If you can help on either of these, i would appretiate it!
