Lack of header image on the portal/forum? And the colours of the forum and portal are different? Would probably match better if the styles had similar colours.

Move the shoutbox to the bottom of forumhome. It only deters posting and that will harm activity.

Also forumhome would look better if the tables aligned. You need to set fixed widths.

PORTAL
- replace the portal
- add a header
- increase font-size
- remove "bold style" from your WELCOME message

FORUM
- add a header
- remove the ads are (or what ever that is at the top)
- move shotbox to the bottom (or better yet remove it)
- merge the 2 WELCOME messages (1 above navbar and 1 with navbar)
- table rows/cells look chaotic (not orderly - not professional) eg. cells do not line up from one table to the other...
I recommend getting a coder to fix that for you. Yes, it can be fixed so that the cells are aligned from top to bottom.
