I think someone should make a hack that allows an administrator to put a halt on all accounts until they verify their accounts again. This could be nice to prune out accounts that aren't being used, accounts who made up their emails when they registered, and just see who all is using the site.

I did a quick search, but also couldn't find it so fast. You could always have a look at vbouncer, or just move everyone to the Awaiting Email confirmation usergroup.
