Outbound links in post display in framed page

I am looking for a mod / hack that would convert all outbound links to display in a framed page. The idea was to keep people at my site, but allow them to view other sites and possibly have a menu, navbar, ads, whatever as a wrapper of that page, or just a heading.

Can anyone figure out how to do this, or offer any tips to get something like this to work. Thanks for the help!
