[REQ] Require posticon on New Thread

Pretty self-explanatory...when a user creates a new thread, I want to force them to use a posticon.

I only found a v2.3 version of this, hoping for a v3.5 version.

this is easy...you could throw in a condition that will not allo posting ifnot posticons

I'd like to resurrect this request...it does not appear possible with a conditional. I'd also like a way for this to be done on a forum-by-forum basis.
