You're on the right track with your style. I dunno thought.. I think more could be done with the colours to make it look better. The blue on the white background doesn't look right for some reason.

It's a good start.

The style is not "inviting". Your color combination is horrible.
I suggest choosing one of the WINDOWS logo colors and go from there.

JOURNAL link (navbar) is dead.
Height of logo is large. You can utilize some of this space with something else ... eg. advertisement, tips, image, etc). Also, remove the drop shadow from logo text.

thanks for your suggestion, as for the logo that is just a temp logo untill a friend of mine is done with a new flash logo, but i like your ideas, but for some reason i can't figure out why the links on the nav bar are not working but have been when i installed the portal into the site.

Make the logo 40% smaller and reduce some dropshadow there

from a design aspect theres not much to comment on
the layout is fine, altho the website looks very flat
get your designer to give it a lift and make it more inviting
