Welcome Panel for vb 3.5.2

I had this hack installed on my vb (compatible with all 3.0.x series) for almost 2 years so kinda used to it now. The problem is that it's not compatible with the 3.5.x series =/.. It'd be higly appreciated if someone could code this for vb 3.5.2.. File's attached with the post.

P.S.. I got this hack off this forum but don't remember who the owner/creator/whatever was.
