Usergroup limit

I want to limit the Administrators from putting users on specific groups.
for example, restrict them from adding more Admins.
I am a super-administrator. How can choose which groups they can choose?

When they edit a userprofile they can set the user to any open usergroup. I want to limit them only to specific groups
