Mass Usergroup Edit?

I find it very tedious to edit avatar and signature limits (I use the extended sig limit plugin) for each usergroup I have. I am wondering if there is, or it is possible, to have a mass-edit-usergroups administrator option. I'm not sure if there is something like this available already, or if it would be possible for someone to make.

You could set all of your usergroups to "no custom avatar" then add them all to a new secondary usergroup that will have the limits you want. You could probably do the same for the sigs but im not using that hack.

That would get very tedious. I mean, options like avatar and signature settings should all be at least editable as a whole for usergroups, and on an individual level. Like, a Global Usergroup option.
