I see the option in admin cp but I have no quick reply at all. Is ther somewhere else I need to activate this after upgrading?

AdminCP -> vBulletin Options -> Message Posting and Editing Options

Quick Reply is the first option on that page.

I know I see it it's set to Yes require click but there is still no quick reply in posts/threads, thats why I was wondering if there is someplace else it needs to be activated or if it's some other issue.
