Not sure if this is right place, but is there a software for 3.5 to receive and manage private messages in windows based GUI?

There is not such a thing. vBulletin is a webbased product.

I am not really agree, because I've seen something for old versions and webbased product is not the reason why can't such software be developed.

There's quite a few web-based products out there that offer a desktop interface. Gallery is one - they provide a Java desktop app that lets you upload/download images to the web-based gallery.
If anyone did feel like writing one, look up XML-RPC
|
