Reputation points awarded for uploading attachments?

I have been racking my brain over this. Basically the mod has 2 functions:

1. I want my users to be able to earn a definable number of Reputation points for every file they upload.

2. I would also like to be able to define which forums are elligible for earning these points.

I got started on this but I can't get my head around the 2nd part. Would anyone else be interested in building this as a plugin to vb3.5? I would gladly pay for something solid and reliable that did this.
