Navbar on Register Page(s)

I'm working on my skin still and I've been trying to get the navigation bar ($navbar) to display on the register pages. Is there a way to have it show up under those pages without modifying any php files? Strictly template edits only. I've tried adding $navbar but that doesn't seem to do anything.

Any help would be appreciated
