Quote Notifications for 4.2

For new registered users they have turned off Quote Notifications by default. So they won't get notified. Check my post in mod's thread to fix it.

I will set this to be on for everyone by default. Otherwise new members will most likely not even know it exists.
The phrasing I added is only to make it easier for people to change options or disable if it bothers them.

There is an existing mod already that sends private messages when a users post is quoted but it does not work with Vb4.2 - An upgrade would be good or a re write with the above options.

I found that this mod will be more useful if it works on vb4.2.x

Seem it didn't have a same mod like this on vBorg that works with vB4.2.x.
