Header area site navigation tabs?

New VB and Photopost owner here. I am wondering how one can create menu tabs in the header area. Can the contact button to a tab at the top? Do you simply add this to the header area or is this a mod?

Also, how does one add in other pages that are not forums (ie: advertising rates, About information, etc)?
