Chris brought up another good point. Also the power plugs look different in diffferent countries, so if their cell ran out of battery, they might have to get a convertor to get it charged there, don't know.

Believe it or not, that is not uncommon for a 13 year old.
Actually it depends on what state you are in as to legality. Louisiana the minimum age to be left alone or to be left alone and in charge/babysit for younger kids is 12.
Oh and if you still haven't heard from them you could contact the State Dept. to get in touch with the nearest US consulate/embassy.. is there one in Cuba? Communications could also be compromised by weather, it IS getting near storm season and some bad weather blew thru thataway over the weekend.
