More Options for Attachments

It would be cool if someone can realse a mod that gives us more options with the attachments
Like Quota mangement, i mean like We can have High Medium and Low . And we can edit Users and Groups. To which one they have right too and other features also.
Those who know phpbb , there attachment mod is great
