I'm looking for a way to add a couple functions to the MOD CP.

Basically I want Moderators to have the ability to approve users (I have Moderation on for New Users). I want this done without them having access to the AdminCP

Also looking for a way Moderators can Add people to a secondary usergroup via Admin CP as well (Without using the Group Membership feature in USERCP)

If anyone could give me a hand or point me in the direction of a already made mod that would be awesome

You would need to create a custom script from scratch to do that i think.

You can start by taking an existing modcp script, strip it, then copy parts of admincp/user.php (think banning is handled there, not sure) to it.
