'usercp_nav_folderbit' not showing

For some reason the 'usercp_nav_folderbit' is not showing up on my customer usercp page. I have added it to the global template array in the php file. How do I get this to show? Right now it just pops up and displays 0 folders for both pms and subscriptions.
