The problem with this is as followed:
Usually when a designer creates a website for a client, they add the website URL and client info to their portfolio. Now, if a future client comes and takes a look at that portfolio and goes to a site that was said to have been designed by the web designer, and indstead it has colors and images in which he never made, then the future client would get the wrong feel for the designer's skill (whether good or bad). It isn't a major deal however, i myself have allowed customers to change things in their templates. However, usually, they just request for me to do it for them this way it doesn't loose its touch.
Just my opinion as a designer.
