When you login to the admincp it's the third option from the bottom in the left navigation frame.

im looking, i dont see it!

what i see where you say is "Scheduled Tasks"..

do you mean third from the top? language and phrases?

goto admincp

on the left is an option called vbulletin options

go into that and then go down until you find the option for plugin/hook system

in there you can enable the plugin system
