Extra Forum Permission required (I think...)

Now, I've been hunting around the admincp and am trying to implement this but cant seem to find a way.

What I need to do, is to allow people to see a forum's existance on forumhome..... if they click on it, they go to forumdisplay and can see all the thread titles.....

Now, the tricky bit I am finding..... I want them NOT to be able to see the thread content.... only the titles.

Is this possible?
