ACP / Usergroups / Usergroup Manager
Select Usergroup Unregistered/Not logged in, click Edit
Scroll down to Forum Viewing Permissions, set Can View Thread Content = No, click Save
Done.

Please note that this does only work in vBulletin 3.5, for vBulletin 3.0 you will need a Hack.
