PM warning on non participation

I need a hack that will cron check the database of users. It will check to see if there are any users that have not posted a message for a certain duration of time eg 1 month. If the have not posted for that long, a PM would be sent to them with a warning telling them they will be deleted/banned from the forum if they do not participate. If they still do not participate, then an auto ban could happen.
