I would like to have on websites home page a spot to login to the forum and the welcome panel at the top so when a user returns it will say welcome username. And if they are not logged in there is a spot to do so right there. The forum running is v3.07.

That is a portal feature, which would require hacking. Search at vBulletin.org.
