Problems!

Ok time to explain.
I'm not exactly brilliant with HTML, especially not in conujunction with a forum. Here's some small things i need help with, if u could help

Part One: All i want to know is how to allign the orange bar with the white part above. Which part is it i edit, is it percentage or pixels? i've tried a few times, but couldnt work it out..

*is dumb*

Part Two: Just below the quick reply edit, is just a space of emptyness, i want to make it look a bit more neat by just simply adding another orange border underneath. What would i need to type to get this?

Ummm, what template(s) are you referring to and can we see a screenshot or the code from that template?
