Change page banned users sees to say Banned and for how much longer

Instead of the permission denied page that banned users see I would like to have a page be displayed letting them know that they are banned and they have xxx days left of their ban and it will lift at around x:xx. I would like a note saying that if the user signs up with a new username while banned both names will be banned permanently.
