Centering The User Option!

Hi everyone if you look at my forum http://www.ufo-planet.net/forum/index.php? i have a few questions:

1) How do i center the options at the bottom of the page. the Contact Us Home Admin Mod Archive Top options.

"2 If you look at one of my webpages you will see the page scroller is colored black: www.ufo-planet.net How do i make the scrollbar colored black on the VB Forums page?
