There is no way from preventing users to open multiple windows of any site. But it shouldn't count as multiple guest sessions since they are logged by ip and one ip shouldn't be able to have multiple sessions.
login as a regular user, and open a few windows to your forum and check your WOL. You will have more people on your forum than their actually is because of this.

What kind of browser are you using? I can't seem to reproduce this.... it shows me as being only on once
I've seen it happen if you use the AOL browser because AOL uses proxies. So, one user on AOL sometimes has more than one IP hitting your site at the same time.

Ahhh.... didn't know that... well than its just an AOL problem and I don't think they should use it anyways

You can do this through javascript. When the user opens the first window the javascript in the page assigns a name to that browser window. If it can't (the name is already in use) it closes the window.
Now as to the exact code, I don't know it offhand - but go look on some javascripting sites.
Meanwhile you'll be putting the script in your headinclude template.
Note that this won't stop someone from opening multiple windows using multiple browsers on the same machine.
