sure it does, terrorism is something completely different to lets say Entropy (the film rippers) or Loki (the torrent place for appz) running a board, then you'd be well within your rights to jump to such a conclusion as their well known Cyber Criminal Organisations, thinking that all because their terrorists who go out and (at a stretch) take flying lessons, buy hotel rooms, etc are gonna do something as stupid and meanial as forgetting to buy a license is stupid, it's sheer ignorance.

Well think of it this way. You are this terrorist on the top 10 wanted men in the world. You're not going to sign up to paypal with your information, then purchase a license. Reasons for this you ask? Mainly because credit card information can be used to track people's location.

a/ he never registered it himself
b/ why it wouldn't have such an obvious loophole to be shut down as that of not owning a license.
