Creating a new phrase group (language)

Hey I have added a new phrase group and lots of text to a new phrase group but I am getting a database error. I need to ask how is the proper way to add a new phrase group? Is there a Administration area somewhere for this? Okay I created the new missing field.. and the database error dissappeared. But how do I populate the new field? The other fields consist of a lot of weirdness like:
a:35:{s:26:"add_x_to_your_contact_list";s:29:"Add %1$s to your contact list";s:3:"aim";s:3:"AIM";s:20:"aim_hi_are_you_the re"; .............}

Can this be automatically generated or do I have to sit here and manually enter all this?

Reason I ask is that it appears that the phrases I've added in my new phrasegroup don't want to appear unless I do something more, somewhere...
